Clients shouldn't be able to submit amends with no comments

Could we add in a warning note when clients submit amends to ask if they have added all relevant comments, or grey out the submit button until comments have been added? There have been a few times where clients submit with no comments, either accidentally, or following email comms, which makes it confusing for any editors/reviewers not in the comms outside the hub.
